Анотація

У статті питання прав людини та перспективи миру розкриваються у контексті аналізу понять суверенітету та націоналізму. Такий аналіз здійснюється на фоні притаманній сьогодні світові тенденції до глобалізму, космополітизму та ліберального інтернаціоналізму з одного боку, та набирання обертів тенденції до націоналізму та порушенню деякими державами прав людини у масовому масштабі – з іншого.
Розглядається еволюція поняття (concept) державного суверенітету. Перше – вихідне – знаходить вияв у принципі суверенної рівності та ґрунтується на такому праві людини, як право на самовизначення. Друге – поняття «умовний суверенітет», або «суверенітет як відповідальність» –
погляд на легітимність держави через права людини. Воно пов’язане із діяльністю інститутів ООН, коли держава стала розумітися як слуга свого народу, а індивідуальний суверенітет (права і свободи кожної окремої людини) було посилено. Третя концепція – «суверенітету як піклування над людством»: суверенні довірені особи виконують свої зобов’язання перед
людством, співпрацюючи з приватними та публічними áкторами. В умовах транснаціональних загроз таке переосмислення суверенітету держави є найкращою надією на мир.
В останній частині розвивається думка про несумісність націоналізму в його теперішньому вигляді із реалістичною політикою миру. Сучасний націоналізм втрачає свою історичну прогресивність і стає байдужим до теми прав людини. Серйозні загрози миру і правам людини потребують інтернаціоналістичної реакції, у той час як політика все більше схиляється до
націоналізму. Робиться висновок, що останній є лише симптомом сьогоднішньої хвороби, а не ліками від неї. Лікування полягає у прийнятті позиції людства та винайденні відповідних політичних і правових інститутів.
