У цій статті грецький професор пояснює своє бачення підстав моральних та політичних обов’язків, що існують у нас як громадян своїх держав стосовно біженців.
Автор вважає, що доволі поширене у багатьох суспільствах сприйняття біженців як тягаря та загрози для приймаючої держави є абсолютно хибним і використовується доволі часто
для виправдання інших негараздів, які жодним чином не пов’язані із біженцями. Натомість автор вважає, що, допомагаючи та прихищаючи біженців, суспільства зміцнюють
власну демократичну політичну спільноту, а громадяни приймаючих держав набувають більш глибокої демократичної свідомості. Окрім того, апелюючи до Канта, автор наголошує
на тому, що ми, як розумні істоти, не можемо бажати, щоб байдужість стала універсальним законом, а на місці кожного біженця, який тікає від загроз його життю і основоположним
правам, щомиті може опинитись будь-хто з нас. Біженці, які втрачають захист від своїх держав, не можуть бути залишені напризволяще,
адже усі люди об’єднані між собою універсальним моральним обов’язком – не завдавати навмисної шкоди одне одному та допомагати одне одному у випадку серйозної загрози,
якщо це не пов’язано із жертовністю. Цей моральний обов’язок щодо жителів чи громадян інших держав, що автор називає політичним самаритянством, що виглядає як солідарність
та компенсація за втрачений правопорядок. Це у кінцевому рахунку сприяє утвердженню справедливості. Виконання цього обов’язку, звичайно, опосередковується державними інституціями. При цьому, автор наголошує, що лише демократична держава має владу та авторитет виконувати місію захисту прав і свобод іноземців, які опинились у небезпеці.
Держави повинні подбати про те, щоб розробити політики стосовно допомоги біженцям, в яких відобразиться об’єктивна оцінка їх спроможностей, механізми координації процесів допомоги, справедливий розподіл тягарів та ресурсів. Автор робить важливе застереження: слід завжди пам’ятати, що допомога не може змушувати біженців позбавлятись власної ідентичності та отримувати нову в обмін на більш високий рівень життя. Приймаючі суспільства повинні уникати зневаги та поблажливості до біженців, зарозумілості та хвастощів, які зраджують моральну цілісність доброчинності.
